      Stephen L. Keefe, P.E., Esq. earned a bachelor's degree in Civil Engineering and graduated with the Class of 1995 from the U.S. Military Academy at West Point.  After serving five years in the Army, he joined the civil engineering field as a bridge design engineer in New York City.  While in New York, he completed his master's degree in Civil Engineering at Columbia University, and became a Professional Engineer.  He relocated to the Washington, D.C. area to attend the George Washington University Law School while working as a patent examiner and later as a patent agent.  After gaining several years of experience at the intellectual property law firm of Finnegan, Henderson, Farabow, Garrett & Dunner, he now practices as a patent attorney with Rabin & Berdo, P.C., in Washington, D.C.

Prestressed Concrete Structural Design: 
Completed the final post-tensioning design of a long span precast segmental box girder bridge.  Completed the final design of a prestressed concrete girder bridge, including superstructure design and substructure design with geotechnical analysisDesigned sections of two railroad bridges.  Designed a prestressed concrete slab, piers, abutments, bearings, and platform for a railroad bridge and station.  Assisted in the preliminary design of a precast deck for a long span bridge. 

Structural Analysis
Completed a fatigue analysis of three long span steel truss bridges in Montreal, including the Jacques Cartier Bridge.  Completed an in-depth structural analysis of a damaged reinforced concrete highway bridge.  Completed analysis calculations for all primary member types of the main spans and approach spans of the Verrazano-Narrows Bridge.  Completed analysis calculations for numerous bridges for various train loadings on the Long Island Railroad.  Completed analysis calculations, fatigue evaluation, and provided rehabilitation recommendations based on an in-depth bridge inspection of seven steel girder highway bridges.

Steel Structural Design
Designed plans for the repair of a steel girder highway viaduct and several steel girder railroad bridges.

Reinforced Concrete Structural Design
Prepared plans, specifications, and provided construction services for substructure repairs in a marine environment for a major New York City bridge.

Military Experience
     Stephen Keefe graduated from West Point, generally considered the nation's first engineering school.  He completed a rigorous curriculum covering mathematics, science, engineering, liberal arts, military leadership training, and physical training.  Mr. Keefe served five years in the U.S. Army as a lieutenant and a captain, serving as a tactical intelligence officer at a brigade headquarters in Germany.  During his time as an army officer, the author briefed and advised senior officers on intelligence and security matters, deploying to Israel during Operation Desert Fox in 1998 and to Egypt during the following year.     

     Mr. Keefe maintains considerable proficiency in German, particularly in reading German and understanding spoken German.
